Andrey, yes, unfortunately the “fix it when it breaks” approach to keep machines and processes working is still all too common. Of course any kind of preventive action would be much better.

When it comes to Kaizen, I’ve seen this pattern repeat more times than I care to remember now. A certain area or a process gradually fall into disrepair until the upper management takes notice, a Kaizen brigade gets brought in to clean things up, and everything is nice and shiny again. But then, either no or grossly inadequate resources are allocated to the part about sustaining. So things go smoothly for a few weeks or months until neglect begins to accumulate again, with only an occasional fire drill to pretty things up before a bigwig visit.

I fully agree that many Industries have the mindset of cost ( not as investment) towards training their employees

“I live in constant worry that one day Toyota will have a weak CEO that cuts these costs, and then ten years later Toyota will be just like GM or Volkswagen”. Curious. I fear the same.
